C is a high-level language by definition today and machine LISP's primitive functions were used as "opcodes" for ivy processors in the past, if I'm remembering correctly. Everything is stuck and ZISC will never happen so machine C can be written low level again, unless a big stretch is used, then verilog is a "dialect" of C. Using a dual FPGA or recursive emulated FPGA is possible but that ends up being an extremely inefficient ZISC implementation.
