Will Linux ever become smaller?

Depends on how you define Linux. There sure is still a lot very minimalistic distributions but the mainstream ones are quite huge and complex by now. If you are looking for a more conservatice unixlike system you might want to look into the BSDs. You can also build your own without systemd, consolekit, dbus and all that garbage or you could strip down a popular distribution down. You can still get debian down to about 100mb. Admittedly it's not very universally usable then anymore but really rather something for an embedded system that gets updated by switching disk images.
