Trying to sort of "master" cloud programming and engineering... and i am by no means ever been good with IT stuff nor did i major in them, so i am not sure how to even "pass" the tests. Like, is it good enough to just get certificates? How easy will it get you jobs?
Otherwise how else do you measure or improve your mastery? Like how do you actually study and get recognition in this? Just read & remember? Ok this is definitely abit too general than 'programming'

I am an SRE and I have no idea what you are talking about. Clouds doesn't need to be "mastered", they just werk if you know what you are doing. So I would recommend to study more generic topics like servers, virtualization, networking, protocols, DBs, etc. Clouds are just a kind of wrapper for all of that.

Certificates are useless, they only make you remember theoretical bullshit which you'll never use. Learn through real practice.

Lol. I quit my previous company, because they insisted on AWS certification to promote. Couldn't care less, just hopped to another project, where I'm paid more than I would get with the "promotion" and no shit-tier exams needed.
