Sybase Open Watcom Public License shows the little difference between Libre and Open-Source: https://www.gnu.org/licenses/license-list.en.html#Watcom ,it says "Deploy" includes many private use cases, so that license is stronger than AGPL. So Sybase Open Watcom is non-libre due to its strong copyleft that's stronger than AGPL, but Sybase Open Watcom is definitely open-source software.
